Third Party Icon Program

I found a site that turns an image into an icon, you only need to resize and convert the icon so u can use it the editor and wc3.
I have no clue if it's allowed to post here, I could not contact the owner of this tool but it seems to be open source.

This tool has nothing to do with me, nor am I the owner of this tool/site.
It has proven to be quite useful for me.

This way people can make their own icons!

Hmm...
I know at least two programs for such works: Button Manager and WC3 Borderizer. Both can resize images, apply borders and convert icons into BLP files.
