Don't feel guilty of editing somebody else's spell. And you don't even need to mention it. Eventually, if the author realizes and complains about it to you, you just need to say "I can remove it from my map if you want". Mostly, that ignorant author is the one who gets the disadvantages.

You do if you plan to release it publicly. Doing something like that would make you look like a bad guy.

Haha, it's their fault for leaving their spells publicly unprotected, so of course you may use it. But remember give credit.
I don't think they are to blame, since submitting spells publicly puts you in the hot seat and makes you work really hard to fit the submission standards. Anyway, I find it better that a map maker submits his map unprotected rather than protecting it since newbies learn a lot of things from examining finish products like these.

EDIT: Plus, they know the consequences of not protecting it, I don't want to assume they are dumb.
 
Guys, I'm a responsible map-maker and Ima credit someone if I'm using his resources, the spell that Ima edit will not be published in spell's section but only to my map but what if that user's spells has bugs and not efficiently, what if I like the idea behind that creation?, there's so many spells that are same in idea, dont you agree?...

EDIT:
protecting the map would be terrible as the user cant use the spell in their map...

You can do that. No one is really stopping you. The moment they put the spell in the spell section it became a public resource and is editable in any means.

Just credit the bastard.

You didn't get my point here.

I don't really see why you can't since what spell submitters really submits is the spell idea.

I mean that what the submitters actually sharing is the idea of the spell like for example "This spell will summon something that will split into two and hit some sheep" that is the idea, that is what they submitted, anything else is editable.
