I support this, but maybe as a minicontest?
I also think that some restriction would be fine -like indoor or sci fi-, but since Hive is lacking of tile skins, this is a great idea!

i guess if it was a contest(not mini) and with high rep prize, i will attract more hivers and make them do more effort

Okay, first things first:
You have plenty of typos in that post.

Second:
45% by public poll!?!? That's way too much, ~20% should be sufficient.

Third:
Quality? Okay, I can agree with that criterion, but:
Look? What's that supposed to be? Do you get more points for shiny textures or golden areas?

Fourth:
Any tile? That seems to be a pretty vide area to cover...
Put some restrictions here.

Fifth:
You can just divide all the ratings by 5.
Quality: 7 Points
Usefulness: 9 Points
"Look": 4 Points
That should be sufficient to judge potential entries.

i guess that the tile will be made for hivers, not judges so they should pick (but maybe should be reduced to 30-35)

well what i meant by "Quallity" is the deference of making a really good 3d looking tile and making a blurry\ low detailed tiles

stonneash, have you looked at previous Skinning contests, to see the various criteria, rules etc?

I mean, the next thing that jumps my eye are the winner reputation points.
85 for the first place, of a TILE skinning contest?

Well i think a high rep amount will attract more ppl to join and make them do more effort in each submission, the hive don't have a lot of tiles
