What are the best screen capture programs out there? I use Bandicam, which is great, but it only takes huge high definition screenshots. Also, on another note, are there any programs out there to edit photos and downsize them?

You mean in video or as a still image?

For video: Google OBS; open broadcaster software
For still image: Prt Scr hotkey on your keyboard, it can be accessed via Control+V

Also, on another note, are there any programs out there to edit photos and downsize them?
MS (microsoft) Paint, Paint.net, GIMP, Adobe PS. Adobe Photoshop is the best, you can get it for very cheap if you know how to :)

Also a tip: When you downscale the image, do it via lowering the resolution, the dimensions should drop with it too.

Paint for downsizing, photoshop for photo editing. (use gimp if you don't want to crack photoshop)

Frap is not the best. I just tried d3dgear, got trial for a week. It has better quality with lower size. And also did not eat too much performance
 
To capture a screenshot, hit the Print Screen button on your keyboard.

For simple and quick editing, use Irfan View.

With windows 8 you can use windows key + prnt screen to make an instant screen capture to your pictures directory.(Probably not relevant to you though in particular)

I use Irfan all the time as it's light, can open a lot of file formats and a quick solution to cropping/quick saving with a compact file size.

Yeh for screen capturing with video I use this(Fraps can't be used with Windows 8 so idk what it's like), although if your having trouble I suggest to look up a tutorial.

Although for settings on one thing for the program I suggest you change the max bitrake (kb/s) to about 4,000(/3,500) for quality game recording (I use a 1920x1080 res).

Btw guys is there any image viewer software for Windows without the borders?
I've seen people use some sort of sorftware on mac but I don't know where to find it for PC.
