Rigging model fucks up

Ok, so I've been rigging my model (Max 2009 - Skin modifier), but it just won't 'add' the correct vertices!

Take a look at the bones Bone_Head, Bone_Neck, Bone_Gun1 and Bone_Gun2 - the head and neck bones should be modifying the 'head' and the gun bones should ONLY be modifying the two guns.

I've attached the model.
PS: excuse me if it's something obvious, I'm new to 2009 animating...

thaty's because when you add bones, it automatically assigns near vertices. Select those which you don't want, set their weight to 0 and then remove-zero values.

You could also try compacting the envelopes to nothing, so you make saure that they don't affect your model. Afterwards, reload the model scene.
