Requirements to rate

You definitely don't understand me.
Allow me to simplify; Rep and post counts are like seatbelts. If you don't use one, there is a chance that you'll still be safe, however, using one will guarantee increased safety.
Just like if you can model, getting rep and posts will get you even more trust and experience, regardless if you are experienced/trustworthy or not in the first place.
 
I have always wanted a rating system like youtube's up/down, but with more options. I like the idea of having some positive options and some negative options. I mean 1/5 stars is still a star which is positive. So what about this:

 2 - :D - Awesome
 1 - :) - Good
 0 - :| - OK
-1 - :( - Bad
-2 - D: - D:

for a rating system?

I know this doesn't solve anything but people mostly think "this is good" and "this is bad" and this just adds one more of each. I think it makes more sense than up to 5 stars.

Anyway..

On some sites they have weighted ratings something along these lines:
Resource X has 100 ratings and an average of 3/5 stars.
Now the system takes all the rates that are closest to the average (the people who rated 3) and give them a higher weight. It then perhaps decreases the weight of those that rated 1,2,4,5 or just let it be, I don't know..

This would make the system favor those who rate the most "correct".
