Hello there. I am currently making a map and I need a model for the character Albert Wesker from the Resident Evil series. Here is a picture of him.

I would like the model of him to be wearing what he is wearing in the picture above.
Edit: Forgot to mention that I want him to attack using his hands. Do not put a gun in his hands.
I also need 8 skills made. 4 for Wesker and 4 for Cloud Strife.
Skill 1 - Unkown Virus
Description - Wesker injected himself with an unkown virus causing him to be able to move at fast speeds.
Level 1 - 100 distance blink + 5 movement speed(100 mana)
Level 2 - 150 distance blink + 10 movement speed(75 mana)
Level 3 - 200 distance blink + 20 movement speed(50 mana)
Level 4 - 250 distance blink + 30 movement speed(25 mana)
Mana - see above
Recharge Time - 30 seconds
Skill 2 - Return Strike
Description - When being attacked by an enemy, Wesker has a chance to teleport behind them and do some damage.
Level 1 - 5% chance to teleport behind and does 25 damage to attacker
Level 2 - 5% chance to teleport behind and does 50 damage to attacker
Level 3 - 10% chance to teleport behind and does 75 damage to attacker
Level 4 - 15% chance to teleport behind and does 100 damage
Mana - No mana
Recharge Time - no recharge time
Skill 3 - Fast Punch
Description - Wesker teleports to the target unit instantly and punches them for massive damage.
Level 1 - 50 damage(must be with in 200 distance)
Level 2 - 100 damage(must be with in 200 distance)
Level 3 - 150 damage(must be with in 200 distance)
Level 4 - 200 damage(must be with in 200 distance)
Mana - 200
Recharge Time - 30 seconds for all levels
Skill 4 - Flash Step
Description - Wesker moves at super fast speeds attacking anyone in distance.
Level 1 - Randomly attacks 3 enemies with in distance.(50-75 dmg each)
Level 2 - Randomly attacks 5 enemies with in distance.(50-75 dmg each)
Level 3 - Randomly attacks 7 enemies with in distance.(50-75 dmg each)
Level 4 - Randomly attacks 9 enemies with in distance.(50-75 dmg each)
Mana - 300 all levels
Recharge Time - 120 seconds for all levels
This one is for Cloud Strife.
Skill 5 - Omnislash
Description - Clouds ultimate move. Cloud stops the targeted unit from moving and attacks it 14 times and one final blow.(15 attacks in total)
Level 1 - 5 dmg per strike + 100 dmg final blow
Level 2 - 10 dmg per strike + 150 dmg final blow
Level 3 - 15 dmg per strike + 200 dmg final blow
Level 4 - 20 dmg per strike + 250 dmg final blow
Mana - 300 for all levels
Recharge Time - 120 seconds for all levels
Skill 6 - Blade Beam
Description - Cloud swings his sword 1x making 3 red slashes come out.(the 3 slashes seperate and he swings one time. So it would look like this \l/
Also the slashes go 300 distance.(picture in link below)
Level 1 - 25 dmg per slash(250 mana)
Level 2 -50 dmg per slash(250 mana)
Level 3 - 75 dmg per slash(200 mana)
Level 4 - 100 dmg per slash(200 mana)
Mana - see above
Recharge Time - 30 seconds for each level
Skill 6 - Braver
Description - Cloud jumps in the air and slashes down on the targeted unit.
Level 1 - 50 dmg
Level 2 - 100 dmg
Level 3 - 150 dmg
Level 4 - 200 dmg
Mana - 250 mana each level
Recharge Time - 35 seconds
Skill 6 - Cross-Slash
Description - Cloud stops an enemy from moving and attacks them 3 times.(Also it makes like a box with an x in the middle when he is doing this, just look at the link below, it gives a picture)
Level 1 - 25 dmg per strike
Level 2 - 50 dmg per strike
Level 3 - 75 dmg per strike
Level 4 - 100 dmg per strike
Mana - 250 each level
Recharge Time - 35 seconds
