No. Be helpfull, intresting or upload cool things. reputation is like a reward for being active and/or helpfull in a thread. I got my reputation mostly by helping people with GUI triggers. To get reputation the keyword is helpfull

Is painting and creating icons easy to learn ?

Painting gives wai more rep then modelling.
I made a few icons and I got + 30 rep...
after a model ... I usually earn 10-15 rep only =/
lol.

Help around forums as others said.

Do some testing of maps till you are learning some of these things if you want reputation increase. It will help you till you learn these.If you report bugs or give suggestions that prove helpful to the map makers they will give you rep.
For example watch the cinematic-The Lone Panther. Its a nice one too so you may not get bored. If you help the creator by giving review then he may give you reputation points.

Taking part in debates in the site discussion & giving useful comments may also help you.

Do not break rules to avoid negative reputation points by the administration.

To get reputation:

-Be awesome. Be either very funny (without spamming) or be intelligent enough to be able to reflect it on the internet.
-Help people (as pointed out before), but you gotta have awesome WE skills to do that.
-Learn to model/skin/icon/map in a very awesome way.
-Learn to make awesome terrains. Epic terraining skills bring a lot of reputation points.

An easy way of processing the lack of reputation:

1, Be on chat
2, Get to know a lot of people
3, Make people respect you
4, Forget rep

or another way:

Get an admin to disable your reputation.

To sum it up, you have to be either pure awesome or you have to be active for a long period of time.

Just thought I'd point out that it's javascript, not java. Despite their names being similar, they're two very different languages.
