Mayhaps you can implement a feature for a creator to put up his map in an early alpha stage without it getting 1/5 X10, thus crippling his ratings forever.
When you upload a map have a little option box to turn ratings or off, once they are confident that there map has reached a level in which it deserves a permanent rating, if people really want to know if the map is worth playing tons of people post little mini reviews in the comments.

In theory its a good idea, but then people who have not so great maps will disable it and mods that want to look at a map with a higher vote count will have a harder time deciding what map to reveiw.

Besides, I think mods can remove indevidual ratings.
