And that's the theoretical minimum because it assumes the signal is going to travel through the core of the earth.
The actual minimum should be close to a 100 and maybe even a bit more.

Wrong, what Ralle posted was his actual internet speed, not the webhosts internet speed.
As for speed of light, it orbits the earth 7,4 times per second in impossible conditions, which is about 133ms, but as said, in impossible conditions, meaning let's talk in minimal 150ms.
