passive incinerate on ranged heroes

why does ranged heroes attacks get bugged with a passive incinerate skill

some attacks just deals 0 dmg

EDIT : did some tests, turns out i have to be in super close range for it to work 100% of the time but when firing it from above ~100 range, only works for the 1st attack i think
