Making a icon

I want to make a icon, I have Photoshop and i know the dimensions. But how to put that line on the edge( from an BTN icon), I need to make it? And how can convert from .tga to .blp?

don't forget to set the mipmap to 7 or it won't work on mac computers. i found out about this the hard way.
