Making a flat terrain model

I want to freeze a section of water in my map. I think the best way to do that is get an .mdx model that is just flat and shows a .blp file. Then I'll put a picture of frozen ice as the .blp. Does this model exist? I haven't found it, but I'm not sure what to look for.

Also, would "create - image" work better?
 
You can, yes. I recommend using an in-game terrain doodad as a base (Ruined ground 4x4 or sonething, please find the path via object editor). However, the doodad will be COMPLETELY unanimated even if your model has aninations. Also, since it replaces the terrain mesh in the cells it occupies, you will not be able to remove it by applying another tile (say, dirt) on the are. Once placed, the doodad will only be overwritten if you apply a cliff over it
