Flat Models

Hey, may someone help me creating a "Flat-like model". I'm referring to models like pedestals that you can see inside the UTM map.

I need it, why? Because I plan to create a template of a full screen inventory system. I just want a different looking inventory system, so may you please lead me step-by-step onto creating one? First of all, the empty slots or the slots where the item goes into upon picking (icon-sized models or icons on the ground to make it much simpler). Next is the corners/borders itself (you have the idea). That's all I need, if you still don't get it, just say so and I'll provide a screenshot. And lastly, how do you make the textures be within the model itself? Like you don't need to import the .blp file for the model. Thanks.
 
I'm not requesting anyone to make this for me, I'm the one who's asking "how it's made". If you still don't understand it. I am not requesting since I'm still the one who's gonna help it. I just need a little help. >_>
