I don't think there's a version switcher for 1.27b, but if you can find the patch in a zip format then you can just put in the WVS folder

I have it but when I install it, this error happens.

It's written that it's used, so it can't get updated. Ensure like editor is closed, and not opened it with mpq editor, or so, and wc3 is closed.
If there's still a lack of writing rights in general, try to run as admin.
