How to make BLP file smaller?

I know there is a program to make MDX file smaller, but is there one for BLP?

well, you could try many things, like reducing the quality of the skin or reducing the size of it. You could also use palleted BLPs, which are bigger in size BUT, compress a LOT more than normal blps.
