how do i make nuetral hostile units attack a nuetral passive building by using a trigger sort-of like this

unit enters region - entering unit equal to (the conditions, one of which being nuetral hostile) issue order attack (the nuetral passive building)

the building NEEDS to be passive

oh and what is the path for the patrol icon

Alliance triggers, mayhaps. Make the nuetral hostile enimies with nuetral passive(nuetral passive need not be enimies), that or a triggered attack order(which i think you had the right idea, maybe proximity based instead of area based). Also, you could make a new, nuetral player for the trigger(you could change the nuetral player into a computer player Changing AI and team color with scripts).

I haven't used WE in a long time, so i don't remember the paths for the order icons, check abilities and then in the other categories(that may contain the cursor icons).
And something on the side, do you have the Frozen throne? Frozen throne has more triggers availiable.

Assuming that you can create a basic trigger that issues attack order on random neutral target, be sure that neutral hostile unit-types can attack other neutrals (check out the Combat - Targets Allowed field).

I checked the path for the Patrol icon on the gameplay interface on World Editor and it was ReplaceableTextures\CommandButtons\BTNPatrol.blp
