[GUI] Prototype Kinetic Barrier & Shell Beta 0.02

Requested by a user, and I intend to clean it up and submit it.
Obviously this is useless compared to (The Witcher?) shield system, but a number of individuals have asked me about this so clearly there's room for GUI based Shieldy blocky plasma things.

(be gentle)

Kinetic Barrier:
Passively grants 100 + (10 X INT) point shield.
7 seconds after taking damage the shield will regenerate 15 + (1.5 X INT) HP per second.

Shell (Standard unit version):
Passively grants 250 point shield.
7 seconds after taking damage the shield will regenerate 37.5 HP per second.

Features:
  • While inactive (i.e. Full shield, hasn't taken damage.) the shield bar is not displayed
  • Halo/Starcraft/borderlands/etc
Uses:
INB4:
  • Sooooooo not spell section ready
  • needs lots of config options to be connected
