Sorry I'm just passing by here, but I think he's telling/asking you that/why all his resources are set to substandard and restricted.

The reviews tell you why. If you want to dispute a status your resource was put on, you can make a thread in Admin Contact with reasons why it should be different.

Yes a lot of new functions have been added. There are too many for me to list, so I recommend you take a look at the patch notes!
