"goto" links/anchors not working

When using the goto tags, it's supposed to jump to the point below. This used to work just fine, but now it doesn't and gives this error:

Uncaught ReferenceError: $ is not defined
    onclick [current URL]

Ooh yeah. I remember my old thread where I also had issues with it.

Man GOTO is really useful but seems pretty challenging to keep working
