You need to have at least 1 range from which you can refer the other.
To get range r4 between outermost and middle circles you do simply r4 = r1 - r2, same approach for other circles.
If you only have for example r1, then you have to decide yourself how big is the difference between outermost and middle circle.
If d is the difference, you can get r2 by using r2 = r1 - d
I don't think you can get those ranges otherwise, because nobody knows if the picture you posted is of the real size, or if it is a scaled down/up version, etc.
