Ubersplats are blp pictures. There is a system in WC3C that uses a bunch of ubersplats, each of them depicting letters (A/B/C...) [I guess this is what Bribe is talking about]. Up to the input of the message, you can create the message via those ubersplats, which will actually place the ubersplat letters in a row, so that they form the mssage you wrote. I guess it uses table and some substring functions.
 
I could be wrong but i'm fairly certain you can't move ubersplats so you can't really use them as a game message even if you manually figured out where to place the letters to make it appear as though they were on top of the screen

EDIT - nevermind, apparently you can (or maybe they just remove/create, I dunno)
