In my terrain I need to make atmosphere darker when the terrain height is low. Instead of having fog at high terrain, I want to have more fog when the terrain is getting deeper (I mean the 0 to 12 scale).
Check out the ultimate terraining map found in a sticky in the forum "Terrain Board". It has a fog model that may help you with what you are trying to do.
Use custom water model, change RGB colors to 0,0,0 (black) and rescale it to your needs, it must be visible to player to be displayed on the map nicely, also you can change Z value of model, it will just edit it transparency in this case not actual Z scale so you can have more or less darker effect.
Another way is to use dummy doodads or units. Remove model but keep shadow, normal shadow (flayer can do but it's more brighter), you can rescale shadow size as well.
