Feasibility of a board-game map

I've been thinking about converting a board-game I liked called "Star Warriors" into a WC mod that can be played online. Before I pour months of effort into this, I wanted to see if some problems could be solved. If it's impossible, I'd rather know now rather than weeks from now.

1. The game is played on a hexagon-based grid (see link below). I would need terrain that has a grid on it. I have no idea how to do that, and it seems impossible given the layout of the terrain in WC3. Is this possible?

2. The players will need to have a sheet where they can tick various boxes (see below). My plan was to import the image, place it in the corner of the map and put units as markers that can be ordered around to different boxes. In other words, if you wanted to check the "roll" box, you would order a unit to go there and it would blink to that spot on top of the image. If the camera is set to a bird's eye view it would look like the box were checked. The problem is, I don't know anything about importing images and displaying them, so:
a. Can you display images over the terrain without disabling user control?
b. Can units fly above those images?
c. Can the images be placed in a particular place on the map?

3. Are there any good board game maps I can look at to see what's possible?

I think you might want to take a look at this:

Lightning shapes are the way to go for creating a hexagon grid.
With this system you can create and even move them. It has all sorts of effects you can use.


2 a:

2 b:
Any unit can walk on top of it if you set the z height of the image to 0.
You could also increase the z height of the image, but in this case the lightning shapes and the units will also have to be above it then.
