Sure, its easy.

Just make something like this:

• Execute
• Event-
• Unit- Unit Begins Starts the Effect of an Ability
• Conditions-
• Ability being Cast equals to Execute
• Actions-
• If Health of unit less than 20% then kill unit else do nothing.

Thats all, just base the execute ability off an ability that does damage and your done . Though I am not sure how the exp will be distributed...
