to get 16 tiles do the follwing:

1. go to the 'extensions' tab
2. there go to 'edit tileset'
3. there choose your tiles (to delete one click on the tile you wanna delete in the line in the bottom of the window)
4. save your map
5. close the editor
6. open the editor and the map again
7. be glad that you can use the 16 tiles you chose now ;D

You have not installed JNGP correctly.

1. Reinstall WC3 with a version before or equal to 1.21.
2. Patch WC3 to version 1.21.
3. Make a backup of the worldedit.exe program file
4. Patch WC3 to the lattest patch version.
5. Rename existing worldedit.exe to anything.
6. Place worldedit.exe from 1.21 in WC3 installation directory (so it is in the same location as the one you just renamed).
7. Run JNGP.

You will now notice that you have access to all hasthable GUI actions. The only warning you will get is when opening maps saved with the normal worldedit and that can be ignored (map saved with newer version of editor).

--> number 4 is wrong... After you close the edit tileset box, it AUTO-saves the map... you should close it immediately afterwards, if you manually hit the save button, the changes will be reverted...
 
Incorrect. JNGP does support 16 tiles but in a rather buggy way (the feature does not work in auser friedly way to set it up).

yeah... it didn't even showed the fact that you should close the map right after using the tileset edit... (Not sure though in the new JNGP which is 1.5e coz it shows some info on some things)
