Custom Tilesets

Digging around in the war3map.w3e file there is a spot near the top containing an integer (ranges from 1 to 16) followed by 1 to 16 terrain tile ids. This to my knowledge is the tileset of the map. However, changing the ids and making them have 16, for some reason fails and the map shows the old tileset.

Does anyone know anything about this?
 
I extremely dislike JNGP for reasons that are off topic. However, doesn't JNGP just edit the same file I am?

I didn't change the number of tiles that the map uses (which had 16 to begin with), but what really surprises me is that the map works just fine, opening/closing/playing, but just the tiles are unchanged. This makes me believe that the tileset is being defined elsewhere.

Maybe the info file? Anyone know?
