I noticed the base Drain Life spell applies a ton of buffs to both the caster and target. However, when I change any of the art effects of the buffs (even the target ones), they all seem to attach to the caster and the target always has the stupid green artwork no matter what.

I am quite sure what you want is a different animation on the target am I right? Delete all the other (Target) buffs and create a custom or modify an existing one and simply change the Art- Target. Make sure the one you use is (Target) and not (Caster). Attach the new buff to the ability and you are done.
