how do i make a dummy caster for like having an infernal rain in a random spot periodically?
 
no! it's way easier with dummys and you can do much more!create a dupe of a footman null model,attack,movespeed and shadow.and make it have lot of mana.also make collision size to 0 and it's ready.
 
Remove the "Move" ability from the unit via trigger, lots of mana as Mage said, movement type of "None" is appropriate, attack targets allowed - none. targetted as - invulnerable.

You only need one dummy caster for the whole game, though when you get more advanced into scripting you might want to start using the XE library because it is the perfect setup for many situations.
