Uptade 1 : too blury, sharpenned it a bit.
Uptade 2 : I changed the glow location and I added more snow.

Looks good, I like the snow flakes and the icy touch of the cross.
I think that the difference between the upper part of the background and the low part looks strange. As you clearly have snow flakes in the bottom part, one would expect having them on the upper part, too, as they fall from top to bottom.
Do you intend to make clouds in the upper part ? If so, I think you could make them stronger.

In fact, they are supposed to be sparkles from the stalactites.
And I didn't intended to make cloud it was just to make a little glow in the back ground.

I don't like the random blue orbs floating, make them seem like snow flakes floating around the plus sign. Also, the blue aura in the top left and right areas is very distracting, make the aura around the plus sign instead.

I think it needs sharper edges, it melts into the background too good at the moment.

We already have an icy one:
I think it'd be more interesting to make something different from what already exists.
U could make it look more 3d-ish, u could make more visible details or a better ice texture(u can read some tuts for ice texture), a bit more vivid colors, etc. These are just suggestions.
Atm it looks kinda boring and flat(more like a WIP).
Also, there's no need to crowd the bg with a lot of snowflakes and such, just sparingly, if needed.
Some examples of ice themed icons, observe the execution(clear and crisp):
