It's not finished and it isn't functional.

It is not fully finished but it is playable with few bugs(afaik)

It appears they updated the changelog recently: https://www.hiveworkshop.com/forums/map-development-202/2p-campaign-orc08-252807/
But, it has not been approved yet and it says not everything is working. Are we looking at the same one? >.>

The only bugs are when exchanging units - the War Mills dont continue sharing resource drop-off, and sometimes it says you didnt have any exchangeble units, for example, when all of them got transfered successfully. I havent found any other so far.
Also you are looking at the Maps Development page which I forgot to close, my bad. The download there is old so better check the Maps Section release.
