As rednek said. If you enter a positive value, it will tilt on that maximum angle only when the terrain is in that angle. (e.g. a terrain angle of 22% and a max Roll angle of 25 will get the building to tilt 22%. If the terrain angle is for example 33%, then the building will tilt 25%, since that's set to the max.)
When you enter a negative value, you actually force it to allways stand in that angle.
