Additional tilesets

I'm working on a map that covers a vast area of land, and I find it hard to create snowy mountaintops with the same tilesets I use to create lush forests. I have of course used up all available tileset slots, but are there any way to be able to gain more of them?

Last thing i rememberd beig able to do that was a third party tool, warcraft unlimited. I'm sure that doesnt work now, but there's others. SOrry, i can't think of an example though
