Ability type opinion poll

Im trying to decide on a method for spells in my RPG. What do you all think? im choosing between formulated abilities (eg. 3*INT damage) and normal levelled abilities. And no, I don't really want to combine them.

Just some of my opinions:

Formulated:
Pros:
You can tailor your hero to specialise in certain things.
You can use items to bolster your abilities.

Cons:
None I guess

Levelled:
Pros:
Gives you something to spend ability points on.
Gives a direct feel over the way you control your hero.

Cons:
None I guess

I have reached an impasse so I would like to know what people think on the matter.

I would go for the formulated one, I like to be able to affect the spells with stats or anything except levels. However even if you got formulated spells they can get better by lvling if you want them to. ( even thought you didn't wan't to combine :p )
Also makes the game "bigger" since each hero can have different builds with for example much int or instead much str.

mm thanks for the opinion. If a few more people show up to support formulated i guess I'll go for that. I was already leaning towards formulated a bit though. Lets just see what everyone else thinks :)

Combining them, to me, just feels like an excuse to let it level. Although.. it could be good having combination for things like summons that do need to be levelled. What does everyone else think about combination?

EDIT: i guess with combination you can let it be another depth to character building. It could let you major a bit more in a few skills, give you an edge..
