A little question on Chaotic Knight

This is a question that i wanted to ask long ago:

It is about the ability - Hasten of Chaotic Knight, it says it give +10% ms and aspd to the hero, but it is also affected by energy and lvl, so does that mean, the higher the energy and lvl is, the faster ms and aspd it will gain, that is the bonus can exceed 10%?
