In order to be approveable, this skin needs proper shading and highlights as well as more detail overall.
You can do that pretty easily in Photoshop (or equivalent) by making a new layer above the colour layer, setting the blending mode to Luminosity (or Overlay) and painting with black and white for the lighting/shading
Also, you'll need to provide a screenshot of it working in-game, as per the new rules.

Well, it is not a bargain. You make the skin high enough quality to get approved, then it gets approved. Otherwise it wont.
