67chrome: For skins to be approvable they need to be 75% freehand. This is made of what appears to be a Times New Roman K on a solid blue background with a small frame, none of which look like they have any hints of freehand work :/
If you plan on getting a custom flag texture approved I would recommend you do it entirely freehand, and double the skin size so it is easier to work with and has a greater resolution when used in the world editor. By the looks of it I'd say checking out the skinning tutorials could help you out as well.
