This bundle is marked as useful / simple. Simplicity is bliss, low effort and/or may contain minor bugs.
This is my first made skin and i use it for my Orpg but i thought i should share it here.

When you inport the BLP file in the worldeditor change the path to

Doodads\Cityscape\Props\Banner_Long\flag1_64.blp

If you plan on getting a custom flag texture approved I would recommend you do it entirely freehand, and double the skin size so it is easier to work with and has a greater resolution when used in the world editor. By the looks of it I'd say checking out the skinning tutorials could help you out as well.
