You should really check out some tutorials on how to draw hair, or pull up a picture of someone and try to draw the hair from that. I believe there are plenty of tutorials on how to draw hair in the 2D art tutorials section, and perhaps they could help you with finishing the rest of the skin as well :)

Yep, go read some tutorials, practice a lot, and eventually you'll end up a great skinner. Everyone can if they want to.
Well here's my advice for this skin:
-More shading / highlights.
-More interesting details. When someone's looking to replace their Admiral Proudmoore skin, I think they'd be looking for something elaborate, epic-looking, rather than the Yellow King of Yellow Cheese. :]
-Oh, and do fix his hair. You got a couple of black spots (well, rather cracks/fissures) inside the wrap area. And they're begging to be fixed.

Well, the idea is good (Proudmore in golden armor, if I am not mistaken), but the actual skin is... meh. I am not myself a skinner, but listen to everyone else and go read a couple tutorials. Get a bit of practice in and make the skin better.
