Woah, why cant I participate in the contest?

Blizzard has announced its first official SC2 map making contest. In the rules of entry I found this:

If you reside in the States of North Dakota, Vermont, Connecticut or Maryland in the United States, the Province of Quebec in Canada, or Queensland, Victoria or the Australian Capital Territory in Australia, you are not eligible to participate in this Contest.

I live in Connecticut. It came as a shock to see my tiny state in there out of the dozens/hundreds of regions out there. So my question is, why not Connecticut? Anyone have any ideas? I assume its some stupid State Law meant to "protect me".

In this article, a $1,000,000 lottery ticket only gave the winner $377,430 after tax was deducted.

You do realize that the USA has a federal constitution that protects these types of freedom right? I don't like fundamentalist/conservative/religious states either, but it's more likely due to some tax issue.
