I can't seem to find the right tool for doing this stuff anywhere http://world-editor-tutorials.thehelper.net/pathmaps.php It would be a great help if someone could direct me to what tool this guy used.

Any program for creating/editing/drawing images should do.
You can try for example gimp - it's a freeware program for drawing images.

Yup, just use black for transparency.

Photoshop CC - Photoshop CSx - Paint.NET - Gimp

He uses images and then Warcraft detects the colors of images to determine the path of each color, any painting program with transparency option can do the job.

I use IrfanView.
U can save ur image directly in tga.
And drawing capabilities are almost exactly that of mspaint (which is completely sufficient).
