Because they are a shit load of work. If you want them, do it yourself (you can post in Admin contact to submit possible news batches; I assume).

The news batch are replaced with the "news submission forum" if you find something news worty you post it there, then Ralle will add it to the front page if he seems fit.

Why? IMO, those kind of thread is the best method to show-off THW's quality. Since top 20 resource feature is not that good, it's just based on total downloads, even needs fix spell can be #1 there.
I think you don't need to write it every month, since we won't having nice resources too often. So I suggest, interval of 3 months or more is better. It would give you more times, and doesn't kill you
