What is the name of that other world editor that has more tools? Neo gen, jass gen, neo jass i forgot the name wtf.

Jaas New Gen Pack. It's only recommended up to 1.26 or 1.27 as 1.28 has some issues with it. Newer version recommendation before 1.30 is WEX. For 1.30+, the original editor is being improved so far that I haven't seen external tools for them.

Be careful because it does not support the most recent versions of the game.

There is also Sharpcraft WEX, which is more recent SharpCraft World Editor Extended Bundle
But again, I think it doesn't work with the latest versions.

The features of these editors will be included in the regular editor when Reforged is released (and probably even before), since their creator now works for Blizzard.
