The realistic max is somewhere around 1 MB unless I know the map to be good or there is an obvious reason why it is bigger (eg: futuristic setting). Any bigger usually means wastage, which implies bad map design.
There is no maximum file size above which nobody would download a map. It depends on people's preferences, whether they want to download the map or not. (Personally I would not download any map that is above 3 MB, the exception lies within DotA)
However if you're referring to the maximum map file size allowed to host in Battle.net then it is 4 MB. A map of size 4 MB or more will not be allowed to host in Battle.net. This only applies to single custom maps however.
Custom campaigns' map sizes may reach up to 10 MB per map size. If you are willing to wait to download the map then do it. Nobody's limiting you.
I'll contribute to the discussion by adding that you may no longer host maps larger than 4 MB on LAN or Custom Game either (changed a few patches ago, whereas you previously could host maps of practicly unlimited size).
