I don't know which of you is correct.

if you do something to upset a mod to a high enough extent, they'll give you a referral,

which is basically a little red tag that tells you you've been bad, and it stays forever, even after it expires, and will give you neg rep a bit.

i think also, if you get enough referrals you can be banned from the site momentarily.

Um.. No..

When someone registers at the site, they ask who referred you, you type in their name and it gets added to the persons profile as a referral points. It keeps track of how many people claim you have gestured them to come to the site.
I hadn't referred someone but I have one. Maybe someone typed my name. This is possible.
