What do people use for description tooltips?

For example, you can click some units and in that window where abilities and stuff would be, you can scroll over one of the icons and read a certain description or explanation about something. Kind of like helper tooltips

Are passive abilites used that way you cant click on them? or is something else used?

You can use abilities based on the channel ability / passive abilities.
