For your argument, as far as we know, the scourge could have no navy, or a great one. :\ There were no navies featured, but the scourge don't NEED a navy, as they could bomb kul'tirian cities with plauge.

As for classic human/orc conflict somthing has to be done concerning colonies on kalimdor's shores, maybe orc popluar anger. (patrols sent for peace acually looted a village) ect.
I would assume the sourge would try and spread new versions of the plauge to theramore, so we will again assume that her magicians have created a magical vaccine.
Also somthing to do ith jaina's children should be involved in some deal to shake up the power structure in theramore of some non-conflict intrige.

It would be quite original to have something like multiple endings and alternate missions etc. you could follow. For example you could make a character kill off or not kill off another charachter, without that charachter the story will continue different than it would if you'd kill her offcourse.
the remnants are only human. i am fine with some kul-tiras reinforcments in the remnant army, but no dwarves. aside form the ones that like in tharamore, all the dwarves are holing up in ironforge.
