You can use MPQEdit to modify the individual map files directly. However do not expect to be able to use WorldEdit to modify the map as you can be sure that editor only files, that it needs, have been deleted.
Basicly you can try to look here for maps: Warcraft 3 Maps - Epic War.com. Maybe you're lucky and find a unprotected version.
Though, you shouldn't upload copied maps officialy under your name, or alike, but it can serve you for personal use, or as good platform for your own map.
Why not make your own original map using similar ideas? Wc3 mapping has long been about derivative works and iteration; just look at all the TDs that took ideas from each other and slowly evolved. If you've got good ideas to make this type of map better, you can make your own and it will likely get more attention than an edit (and no backlash for "stealing").
There's going to be a butt load of Vampirism maps on Epicwar. It's very likely there will be something unprotected (esp. older maps/versions). Just go fishing until you find something unprotected, then you can look inside and see how it works, and use what you find as a way to start triggering your own vamp map.
