You never picked a unit so "Picked Unit" won't do anything.

isnt it pretty easy to tell by what it is its an income trigger that gives 200 gold for each city a player has

• Player Group - Pick every player in (All players) and do (Actions)
  • Loop - Actions

And making it "Picked Player".
