ToB Resources Released?

I found a page on this download site that allows you to download all of the Tides of Blood resources. The author said that the resources were "released" but he is not a "member of the project". They are all unbelievable resources but I don't want to use them if the ToB team didn't actually say people could use them.

I would ask them myself but PMing them hasn't worked since none of them seem to be active anymore and most of the ToB threads are dead. Does anybody know anything about this and can shine some light on it?
